Step One NAIC State Annuity Training
Before an annuity product is sold, the agent selling the annuity needs to fulfill certain training requirements. The National Association of Insurance Commissioners (NAIC) and state insurance departments establish and enforce these regulations to protect the best interests of consumers. The NAIC adopted the Suitability in Annuity Transactions Model Regulation in 2003, then was revised with enhanced standards in 2020. Producers will be required to complete training requirements prior to the solicitation of an annuity:

**California, Florida, Hawaii and Texas have state specific annuity courses, which are not reciprocal in other states.
TEXAS Notice:
Amended Insurance Code Section 1115.056 requires a new four-credit annuity training course for annuities sold on or after January 1, 2022. Information about training course availability can be found on the TDI Annuity Certification courses page.
Resident agent who has completed a training course before January 1, 2022
You must complete either an “Annuity Best Interest 1” course or an “Annuity Best Interest 4” course.
Resident agent who has not yet completed any training courses
You must complete an “Annuity Best Interest 4” course.
